A multisite network can be very similar to a personal version of WordPress.com. End users of the network can create their own sites on demand, just like end users of WordPress.com can create blogs on demand.

A WordPress multisite network allows you to run and manage multiple WordPress sites from a single WordPress installation. You can create new sites instantly and manage them using the same username and password. You can even allow other users to create their own sites on demand, making it perfect for blogs, non-profits, businesses, or networks of freelancers.

Each site on the WordPress multisite network is a separate site in the sense that it has its own posts, pages, users, and themes. However, the sites are not completely separate. They share the same WordPress installation, which means they share the same plugins and themes. They can also share users in the network, though those users are not always granted access to each site.

The multisite network is managed by a Super Admin. This Super Admin role can add new sites, delete existing sites, install plugins and themes, make themes available to other sites, manage network options, and more.

In short, a WordPress Multisite blog is a type of installation where you can run multiple blogs or websites, each with their own content, users, and themes, but managed from a single WordPress dashboard.
